What is ASM?
ASM stands for Additional Surveillance Measure. It is a mechanism introduced by the Securities and Exchange Board of India (SEBI) in 2018 to observe and monitor securities with unusual price movements. The securities placed under the ASM list are not open for intraday trades. Apart from this, margin trading is disabled for stocks under the ASM list, and investors have to pay the full amount in case of delivery trades.
These measures are designed to detect and prevent the market from irregularities and fraud. Stock exchanges in India (NSE & BSE) keep updating their surveillance measures to keep the smooth functioning of the market and its integrity intact.
Important features of ASM

Intra-day trading is banned in ASM securities. Investors are required to pay full price upfront for the securities they wish to buy.

Securities under ASM cannot be pledged as collateral for margin loans.

Companies that are under ASM are subject to disclosure norms, including timely reporting of material development and are moved to T2T trade stocks.
(T2T stands for trade to trade and stocks under this segment are traded only on a delivery basis i.e., the stock will be delivered to the buyer one day after the execution of the trade (T+1 days) and intra-day trading is not allowed in these stocks).
Securities under ASM are further divided into two categories:
Long term ASM
It is generally applied to stocks that exhibit continuous volatility and are prone to manipulation. These stocks cannot be removed from the ASM list until the stock exchanges decide to do so and are under an extended monitoring period. Strict regulations are imposed on these securities. However, the securities that have completed 90 calendar days can exit in 4 stages from the long-term ASM framework.
Short-term ASM
It is applied to securities that see a sudden increase in price or trading volume over a short period. A monitoring period of six months is imposed on selected scrips. Short-term ASM does not apply to public sector enterprises, securities under GSM, or securities under T2T.

Impact of ASM on Investors:
ASM leads to higher margin requirements for investors due to 100% margin requirements, as stated by the exchange. ASM can also affect the liquidity of the stocks by making it more difficult to buy or sell them. Investors will also have to be extra cautious and attentive and focus more on conducting research before buying stocks under ASM.
